As the W3C WD "Character Model for the World Wide Web 1.0"
requires all W3C specifications, implementations, and contents
to conform to it, I propose adding a new requirement to cover
internationalization support D-AC021:
[To develop a standard reference architecture for Web Services that:]

conforms to the internationalized character model defined in 
"Character Model for the World Wide Web 1.0".
This requirement may either sit under the Web-friendly goal D-AG003,
or under a new top-level goal, e.g.
D-AG007 Internationalization
The Web Services Architecture must support internationalization.
Critical Success Factors for this goal:
    D-AC021
