I took the discussion of wordsmithing with Joeseph Hui offline, and he has
very kindly suggested the following modification to the "measurements"
section:
 
 The architecture, if itself does not include semantics for reliable
messaging, 
   should at least be amenable to the provision of such by external
entities.
 
Following this lead, I get:
 
Measurements: 
 
The architecture, if itself not including semantics for the following,
should at least be amenable to the provision of such by other working
groups:

*	Reliable Messaging
*	Transaction processing
*	Routing and intermediaries
*	Unique ID and sequencing of messages

web services infrastructure needed for implementing common business
functions.

  
Measurements: 
Is there a standard mechanism for implementing reliable messaging? 
Transaction processing?  
Routing and intermediaries? 
Is there a standard way to uniquely identify and order messages involved
with a web service?
