D-AG0011 Status: As Mark mentioned in [1], there was a short discussion to combine 11 with 9, but we are persuing these goals independently until others weigh in. Also, I believe there is direct overlap with 4, and am waiting to get clarification from that goal's champion. I have solicited decomposing this goal into some requirements in [2], yet have not got feedback. As far as the goal language is concerned, I what to consider changing it from: "Web Services are consistent with the existing web and its heterogenous environment and distributed architecture to the greatest extent possible." to "Web Services are consistent with the existing web" The reason, as stated in [2], is because the current goal language calls out 2 of the many existing web properties to be consistent with. I am concerned that consistency of these 2 explicit properties are then weighted heavier than consistency with unstated web properties such as universal identifiers, simplicity, scalability, etc...
