Hi - I don't see really that having an <xi:include> statement within the RDF document necessarily requires to have a XInclude processor. Rather the RDF/OWL tool itself can process it (knowing what the xpointer must mean wrt. RDF) just alike JENA, which is currently processing the <daml:imports> and interprets it by merging the graphs, even though the processing instruction in the daml spec is informal.
