TEST: lock on much of test CVS area

I hereby take a conceptual lock on the following files in the test CVS 
repository:

  - all Manifest*.rdf files
  - all *.rdf files referred to in any Manifest*.rdf file.

This is because the Test wd approved for publication is recomputed from 
the website on the basis of these files, and I do not want any 
non-editorial changes until after publication.

Jos and I may be making editorial changes to the locked files in the 
meantime.

I note that Dan's action on the 403 errors is orthogonal to this lock.

I will use another e-mail to release the lock.

If you want to create test cases please do so, and either e-mail Jos or 
me the zip created by the test case editor for later uploading to CVS, 
or upload only the premise and conclusion files, but not the Manifest.
