W3C planning meeting coming up; please contribute to survey

which W3C allocates resources, an important
part of that process is advisory committe
meetings, twice a year.

conducting a survey:

* Member Survey: Encourage WG/IGs to encourage AC Reps to complete it

advise W3C about the priority of this WG w.r.t.
other things W3C is doing and could be doing.
