Searchredirect was to support distributed search even if an arbiter could
not perform distributed searches. At minimum we need a way for a search
arbiter to say "hey, I can't search this scope" and, if possible, tell the
client "but I know of some arbiter who can". The client can then go and
query the other arbiter directly.
