Informative Note for R106-3

Dear Kurt Fuqua,

Many thank for your nice proposal for the resolution of R106-3
in [1]. It contains very interesting examples that we think 
would be very useful for a Tutorial document on PLS. For the
specification a concise note seems more appropriate to us.

After checking again Section 2 of PLS [2], where in the second
paragraph Appendix 2 of [IPAHNDBK] is already referenced, we
decided to add the following informative note:

"Note that there are peculiarities in the IPA alphabet which
might have implications for implementers, for instance 
equivalent, withdrawn and superseded IPA symbols; see Appendix 2
of [IPAHNDBK] for further details."

We appreciate your great help and patience and if we don't hear
from you before September 6th, it'll be considered an acceptance.
