Query regarding variable list in namelist ,parameters, hints attributes.

Hi,

This query is regarding the usage of variables which are not declared inside
namelist or parameters or hints attribute of any command.

If I use a variable which is not at all declared in the whole ccxml
application and if I use the same inside of namelist or parametrs or hints ,
then

What should be the behavior? 

Should it cause error.semantic or the behavior should be normal with
variable name and value being undefined.
