In http://www.ietf.org/rfc/rfc3986.txt and its predecessors an empty
string is considered a same-document reference, so if the VoiceXML
document is at http://example.org/example.vxml, fetchaudio="" would
likely be equivalent to fetchaudio="example.vxml".
