Reference to XML Rec should be updated in SSML PR

Hello Voice Browser WG,

The Proposed Recommendation of SSML has references to the Second Edition
of the XML Specification:

while XML 1.0 has been published in its 3rd edition in February of this
year:
http://www.w3.org/TR/2004/REC-xml-20040204

(this was spotted using the brand new TR references checker,
