I gather the reason for the "windows-1252" is that the standard declares that ASCII, Latin-1, etc should be interpreted as the windows-1252 encoding for the purpose of converting to Unicode:

The confusion comes when the validator-nu presents the UTF-8 error, but only references the interpreted-as encoding name, not the original. It would be better if it mentioned both. Something like:

> Legacy encoding iso-8859-1 (interpreted as windows-1252) used. Documents must use UTF-8.
