Using the W3C validator directly on the page mentioned,
https://www.uwb.edu/brand/website/accessibility/examples/inaccessible-page
does not seem to cause any messages (hidden or visible) of the type "End
tag * form* seen, but there were open elements.”

The validator’s user interface lets you make it hide messages of specific
types, and it ”remembers” those settings, but it’s all up to the user of
the validator to switch the settings on and off.
