Greek U+0387

Ladies and gentlemen!  Why using the Unicode U+0387 is not under the requirements of the Unicode Normalization Form C?  Probably it is the reason why one can read ( en.wiktionary.org en.wiktionary.org ), 'For technical reasons (U+0387) reproduces in Wiktionary as the Latin middle dot (U+00B7).'
