It is the way our IT provider implement the pure-CSS templates we provide (without any tabular presentation)... We request them to fix it. But the reported error challenged me.

Just out of curiosity, why (this markup)? Usually, tabular data will
be part of main content, but not the other way around (which may
provide a sufficient explanation for the error).
