valid html5?

Somehow this is valid html5:

<title>Test</title>
</head>
<p>bla
</body>

Shouldn't the validator at least give a "warning" or "notice" for missing <head>, <body> and </p>?
I'm sure there are reasons for this, but it doesn't help at all to find bugs.
