complains about a <style> outside of <head> and details
If the scoped attribute is {absent,present}
I think style's scoped attribute has been removed. There's a trail
backwards from
https://github.com/w3c/html/commit/4cdef0b0ecf4f1f3370f041170d781982f82ab4e
(I just spent a while trying to understand the diagnostic because there
is, now, no scoped attribute. :-)
