Yes, it does. Browsers can usually (not always) error recover from & being expressed as & instead of &amp;, but that doesn't remove the requirement.

What errors would it produce? In what clients? I'm not aware of any browser that fails to successfully parse `&amp;` in an HTML attribute value.
