Thanks for the report.

This error occurs with documents which have no linefeeds and which the
validator is unable to transcode to UTF-8 internally.  The bug has been
fixed in the validator Mercurial repository and development instance
running at http://qa-dev.w3.org/wmvs/HEAD/
