Suggested addition to error message for:

         http://validator.w3.org/check/referer

This could be more helpful if (a) among the possibilities it added 
this at the end of the long first paragraph:

         , or you are browsing a local file -- look for file:/// in 
your address bar.

And by the way, it might as well (b)

    * use
    * bullets
    * to enumerate
    * the possibilities
