In response to your example, wouldnąt HTML TIDY add that in its output, because clearly, if it was truly an HTML page, it puts in the essentials it needs to be read. So technically speaking, if you were trying to make a page with your example, but didnąt know you needed a doc type, or a body tag, or a html tag, it took what you gave it, & did it for you, no?
