The first thing to fix is the Perl libwww module, which is not IPv6 capable.

A few years ago I had hacked the w3c validator to support IPv6, but this
required making a custom modification to the libwww Perl library. I had
submitted a potential patch to the developers of the project, but given
the lack of feedback I just abandoned my effort.

BTW For the patch: https://rt.cpan.org/Public/Bug/Display.html?id=29468

The lack of effort in this module didn't give me a good impression of the
health of the Perl community - maybe I just don't understand how it operates?

Just my 5c and hopefully someone else can push this further?
