checklink: about checking of same-document ref in a page specified with data: url

First, see this url:
data:text/html;charset=UTF-8,%3C%21doctype%20html%3E%3Cmeta%20charset%3D%22UTF-8%22%3E%3Ctitle%3E%3C%2Ftitle%3E%3Ca%20href%3D%22%23text%22%3ELink%3C%2Fa%3E%3Cdiv%20id%3D%22text%22%3EText%3C%2Fdiv%3E%0A

This url includes an HTML document which has a same-document reference.
When I let the Link Checker test the url above, it evaluates the
reference in the document as "data:#text" and,
as a result, it says that the link is broken.

Why does it say so? Is the link really broken?
