XHTML 1.1 and explicit XML 1.1 declaration

For some reason, I know not what, this XHTML 1.1 document

 http://www2.smo.uhi.ac.uk/gaidhlig/faclair/sbg/lorg.php

has an explicit XML _1.1_ version declaration. I couldn't say whether this was intended or was the result of confusion.

The validator declares it as valid XHTML 1.1, but is that report correct?

Is it the case that a valid XHTML 1.1 document must be built on XML _1.0_ ?
