A manual "iso-ir-111" override also fails, that's a bug.

If you set charset=ECMA-cyrrilic it _apparently_ works,
but the validation result page reports "encoding utf-8".

(I grabbed your file, pasted it into the "direct input"
 form, and edited the meta-charset.  But I'm working on
 a platform and a browser I'm not familiar with, better
 verify this.  Besides it doesn't answer your question.)
