Sorry, wrong digit order för Russian character set from Jacob Palme on 2007-10-25 (www-validator@w3.org from October 2007)

In a recent message I wrongly said that the most common
character set in Russia is windows-1521. This is not
right, the name of the character set is windows-1251.
Sorry for the confusion. I still would like to have
support for this character set in the W3C validators.
