It is up to the individual font you are using to include these
characters - some (most?) cheap fonts do not. It is definately included
in UTF8.

Anyway try using Ç or ç which goes back as far as HTML 2
and all browsers should recognise. If it doesn't work, blame the font,
not the encoding.
