Error Message Question

I ran the validator on a file with the following beginning:

<?xml version="1.0" encoding="utf-8" ?>
<!DOCTYPE html PUBLIC "=//w3c//DTD XHTML 1.1//EN"
"http://www.w3.org/TR/xhtml11/DTD/xhtml11.dtd">
<html xmlns = "http://www.w3.org/1999/xhtml">
....

and get:

Failed validation, 0 error

Unknown parse mode
....
Namespace Found in non-XML document
....

I have tried the upload-file version of the validator with both IE and FireFox browsers, but both produce the above output. The document validated last year! What's my problem?
