About W3C-Validator on a Apache under Windows

Hello,

I need ask about the local validation service on a Apache under Windows.

We prepared the validation service on our local network.
And We compared between the validation service on validator.w3.org and our local validation service using simple html file.

The result is differrent !!

The result of the validation service on validator.w3.org 
Result: Failed validation, 2 errors  

	1, Line 14 column 11: there is no attribute "TEXT".
	2, Line 14 column 29: there is no attribute "BGCOLOR".

The result of our local validation service
Result: Failed validation, 11 errors  

	1, Line 1 column 45: cannot generate system identifier for public text "-//IETF//DTD HTML//EN" 
	2, Line 1 column 45: reference to entity "HTML" for which no system identifier could be generated .
	3, Line 1 column 45: DTD did not contain element declaration for document type name .
	4, Line 3 column 5: element "HTML" undefined 
	5, Line 6 column 5: element "HEAD" undefined 
	6, Line 8 column 6: element "TITLE" undefined 
	7, Line 10 column 18: there is no attribute "HTTP-EQUIV" 
	8, Line 10 column 36: there is no attribute "CONTENT"
	9, Line 10 column 57: element "META" undefined .
	10, Line 14 column 11: there is no attribute "TEXT" 
	11, Line 14 column 29: there is no attribute "BGCOLOR" 
	12, Line 14 column 38: element "BODY" undefined 

This is our local validation Info.

	OS : Windows XP SP2
	Apache : Version 2.2.3
	Perl : version 5.8.8


We are confusing....why the result is different.
