But it is an argument for validating pages even if they have a DOCTYPE. In 
this case just validate what is validatable.

But there is an argument for preserving DOCTYPE for now. As long as 
the "official" validator does not validate pages without DOCTYPE this is 
needed. So sometimes theory and best practice may differ.
