[ANN] WebService::Validator::HTML::W3C 0.13

Hi,

This is just to mention that Version 0.13 of
WebService::Validator::HTML::W3C should be appearing on a CPAN mirror
near you in the next wee while.

It now supports access to the warnings provided by the SOAP interface
of the development version of the validator.

Otherwise it works as before.
