Most important message should be at the top of the page

1. The message "This page is Valid ..." should be higher up the page. You should not have to scroll down the page to get the most important message. It should be right at the top like in the previous version.

2. The "Byte-Order Mark found in UTF-8 File." message is a outdated. The message goes on to say "UTF-8 encoded files is known to cause problems for some text editors". Not sure what "text editors" have to do with user-agents loading Web pages over HTTP? I suggest this entire message be removed.

3. If you do decide to keep the message "Byte-Order Mark found in UTF-8 File.", it should not be in such a strong color. This is not a critical message. This message is nothing more than an FYI and should be in a dull color and lower down the page.
