[VE][137] Error Message Feedback - validator not ignoring <script> block

Error [137]: "invalid comment declaration: found character X outside
comment but inside comment declaration"

The "error" was within a javascript block, character found was "--"
(variable decrementer), but interperter found it as to be and of
comment, which it was not. the end of the comment is directly before
the closing script tag.

Is the validator supposed to parse text within <script> blocks?
