Try: <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd"> (Note: "EN" is the language the DTD is written in, NOT the document. Use the lang and xml:lang attributes for specifying the document language, along with the Content-Language HTTP header.)
