XML Validation

I have these two lines at the begining of a file fred.xml:
     <?xml version="1.0" encoding="UTF-8" standalone="no" ?>

     <!DOCTYPE story SYSTEM "story.dtd">

The validator says:

     Fatal Error: cannot find "story.dtd"; tried 

Two days of searching for a solution has been fruitless.

The page renders correctly in IE6.

What gives?? It's quite frustrating.
