Source tarball missing sgml-lib?

Hi,

Is the current validator source tarball 
(http://validator.w3.org/validator.tar.gz) missing the sgml-lib 
folder/content ? or am I supposed to find that somewhere else ?

tried CVS access, according to instructions on the w3c validator 
website, but keep getting "connection refused" ...
