Actually my Uri Geller joke was meant to support your point.

For the facts see also RfC 2396.  IIRC URI includes URL and
URN, and URN is something like a PURL (implemented as URL) or
an ISBN etc.

URL => locator => where is it
URN => name => what is it
URI => identifier => URL or URN
