The same source is onetimes valid and other times is not from mr. Googler on 2004-07-30 (www-validator@w3.org from July 2004)

Hi,
I have a problem with validation, there is a source placed on two different hostings: 
http://www.kav-plzenec.cz/admin/
http://webtest.euweb.cz/admin/

The source is the same, but in the first case validator reports error - bad encoding..
i have no idea how to solve this problem when in the second case all is fine.. thx for answer.
