Indeed, this has been suggested quite a few times, recently by e.g Björn at: http://lists.w3.org/Archives/Public/www-validator/2004Apr/0077.html This kind of output does have its pros and cons (e.g some people prefer to fix errors one by one, in case the markup mistakes cause errors in the parsing of the rest of a document), although time, not shortcomings, is mostly the reason it's not been implemented yet...
