That would be a request better aimed at the HTML working group. The
validator checks for conformance to a DTD, it doesn't define the DTD.

You are unlikely to have much success though - current work in on XHTML
2.0 - and backwards compatibility with XHTML 1 isn't even being
attempted.

You should take that up with the authors of the browser you use... or
find a technique which does work. I doubt it has much to do with the OS,
but with the particular browser you use on said OS.
