Not really nowadays, I think the warningless option + doc update [1] would be ok. The requirement is a relic from back when the option to disallow checking non-public IP addresses was under development, and there were no sane defaults. Will do something about it soon, thanks for the reminder! Currently, without the configuration file, the default is to refuse to check links to resources on non-public IP addresses when run as a CGI, and allow checking them when run on the command line. [1] W3C_CHECKLINK_CFG is already documented in the embedded POD documentation, see the last couple of lines of --help how to display it.
