URL not supported by this version---- DTD did not contain element declaration for document type from Ed Martin on 2003-10-18 (www-validator@w3.org from October 2003)

i'm trying to get the validator to work on my computer and the page 
comes up and it validates, but it says  "URL not supported by this 
version" and then "DTD did not contain element declaration for document 
type" (both hi-lighted in red) for the doctype part of any page, then 
it proceeds to say i have hundreds of errors, it has a problem with 
every tag, for example, i am getting "# Line 11, column 54:  there is 
no attribute "ALT"  (explain...)." for an img tag, i tried validating 
www.w3c.org and it came up with hundreds of errors


this is probably has to do with me not installing something right, but 
i just can't figure it out

i'm also getting "reference to entity FOO for which no system 
identifier could be generated" and "entity was defined here" 
(hi-lighted in red) for &nbsp;

i'm using the newest version of the validator and OpenSP/OpenJade, 
apache2, slackware 9
