background on valid-html401 icon

Hello,

The 'valid-html401' icon has a WHITE background, whereas the 
background for the 'valid-CSS' icon is TRANSPARENT.

It would be better if BOTH icons had transparent backgrounds -- this 
would encourage more people to display them.
