I'm not sure; I can't reproduce it with my local checklink. There are at least two things that might affect this; a bug in libwww-perl's HEAD emulation for FTP URIs [1] (fix applied upstream, but no fixed release available yet), and the local settings on validator.w3.org, eg. possibly need for passive FTP. Oh, and the CVS version of checklink has some related tweaks. Someone with shell access to v.w.o, could you send me the results of "lwp-request -m HEAD ftp://ftp.isi.edu/in-notes/rfc2506.txt" (ie. run it at v.w.o)? TIA.
