The detected character encoding was "shift_jis,iso-8859-1".

--For some reason, whenever I  validate this page,  the <A HREF="http://www.htmlhelp.com/tools/validator/charset.html">Character encoding</A> is 
"Shift_JIS"
. even though I used the following META statement:

What am I doing wrong?
