inconsistant validation results between .org and .com?

Hello,

I have a site for a bicycling group called slugvelo.  The group registered both slugvelo.org and slugvelo.com.

When I did a first pass on creating a homepage I checked the HTML with the validator.  And it passed so I included the link for self checking the page at the bottom.

Now, when I check http://www.slugvelo.org/index.html it fails validation because 
    Fatal Error: No DOCTYPE specified!
When I check http://www.slugvelo.com/index.html it passes.

But they are the same page!  The index pages are the same physical page on the system.

   ???
