Possible bug in W3C HTML validator

Hey,

I beleive there is a bug in the W3C HTML validator: it refuses to accept
that name is a valid attribute of form when it is defined in the HTML 4.0
Transitional DTD. Clarification if this is a bug would be appreciated: you
