Because you are using the wrong reference. Your page is headed by the W3C 
HTML 4.01 (strict) DTD and it is being validated to that as your W3C icon on 
the page shows (you shouldn't be using it until your page does validate).

So you need to read the W3C HTML 4.01 specification .....
