encoding versus php

Dear friends,
Please not that with php-script on apache (with mod_czech module)
the validator gets says 
" Sorry! A fatal error occured ...
  the detected character encoding was "http".
  the error was ""
"
I do not know if the problem is with the script, apache, or validater,
but I would appriciate if the page would be parsed anyway after
the warning.
