Currently, windows-874 isn't registered there,
so it's not legal to use it. It seems to be very
similar to:

MIBenum: 2259
Source: Thai Industrial Standards Institute (TISI) [Tantsetthi]
I guess you should use that wherever it works.
(The additional characters in windows-874 are very few,
and probably not so much used.)
- It has to be implemented in iconv (Gerald may
be able to give more information about the
version we use).
